The present invention relates to a composition for removing tar-based makeup cosmetics, containing a cationic surfactant and purified water and characterized by a pH of 2-4. The composition of the present invention can remarkably remove makeup cosmetics, containing a tar-based pigment by desorbing (melting), from the skin, a tar-based dye, which is deposited into the skin.
