The present invention relates to an apparatus and a method for identifying and accessing objects in an Internet of things environment. The apparatus for identifying and accessing objects can rapidly identify and access various objects by connecting an external object that a user desires to use through a gateway, receiving information of the object, generating a semantic address which hierarchically expresses an upper-level ontology and a domain ontology according to characteristics of the same, encoding the semantic address in a form of numbers, and detecting and accessing the external object by using the encoded numbers. According to the present invention, one ontology is obtained by integrating systems using a plurality of ontologies embodied in different manners as an existing ontology is reused.
