<p><P>PROBLEM TO BE SOLVED: To provide an ink composition for water-based ballpoint pen, which is minimized in temporal change with stable dispersion of pigment, and can provide a smooth writing touch with less wear of a ball receiving seat in writing, and a water-based ballpoint pen filled with the ink composition. <P>SOLUTION: The ink composition for water-based ballpoint pen includes at least water, a phosphate-based surfactant, carbon black, non-ionic resin dispersant, and shear viscosity-reducing agent.
