<p><P>PROBLEM TO BE SOLVED: To provide a frame capable of efficiently using an indoor area by forming columns of outer frame into a wall shape so as to reduce the size of the columns projecting toward the indoor side, and to provide a building having the frame. <P>SOLUTION: In the frame including a wall column having a flat cross-section, and a beam, a side face of the beam projects from a side face of the column, at least one of beam main reinforcements is arranged inside of a column main reinforcement, and at least another one of the beam main reinforcements is arranged outside of the column main reinforcement.
