PROBLEM TO BE SOLVED: To prevent a worker's fall accident by preventing a state, in which the worker and a rope are separated, from being generated.SOLUTION: A high place worker fall prevention system to solve a problem includes: a winding type fall prevention tool; a lock device; and a second rope attached directly or indirectly to a steel tower as a high place work target. Lock levers are attached to tips of a first rope and the second rope, respectively. The lock lever selected from the two lock levers is inserted into a lever insertion part of a key lock body. The first rope includes a mechanism temporarily fixing the first rope so as not to exert a force in a direction for rewinding the first rope by means of an energization mechanism on a worker.
