PROBLEM TO BE SOLVED: To provide a lamp device which enables weight reduction while securing heat radiation performance and achieves good manufacturability, and to provide a lighting device.SOLUTION: A lamp device 10 includes: a light emitting module 12; a housing 11; and a mouth piece 14. The light emitting module 12 includes a substrate 50 and a light emitting element 51 mounted on the substrate 50. The housing 11 includes a substrate attachment part 20, to which the substrate 50 is attached, at one end side. The substrate attachment part 20 is formed by insert molding in which a heat diffusion plate 28 is covered with a resin part 29. A substrate attachment surface 22 exposed from the resin part 29 and to which the substrate 50 is attached is formed on the heat diffusion plate 28. The mouth piece 14 is provided at the other end side of the housing 11.
