PROBLEM TO BE SOLVED: To achieve high coding efficiency by enhancing the prediction accuracy, even if a pattern in a prediction block is a specific nonlinear pattern or a character.SOLUTION: If the prediction mode of color difference component is a prediction mode between color components, the intra-prediction unit 5, the intra-block prediction unit 6 or the movement compensation prediction unit 7 do not perform the intra-prediction processing, intra-block copy prediction processing, and movement compensation prediction, but perform prediction processing between color components for generating a prediction image of color difference component in the prediction block, by using prediction parameters between color components of the prediction block. |
