The present invention relates to an inter-cell load balancing method and apparatus in a wireless communication system. An inter-cell balancing method of a first cell in a heterogeneous wireless communication system which includes a first cell and a second cell, includes a step of setting the changeable preliminary region for the second cell, to disperse an inter-cell load, and a step of controlling the dispersion of the inter-cell load according to the preliminary region.
