[Problem] To provide an aqueous hydrophilic coating composition which enables the formation of a coating film that has a long-lasting hydrophilic property and also has such an excellent self-cleaning ability that stains such as permeable oil stains adhered onto the coating film can be removed easily. [Solution] An aqueous hydrophilic coating composition characterized by comprising: (A) an inorganic compound produced by modifying a colloidal silica (a) with at least one compound selected from organoalkoxysilane compounds (b) each having at least one group selected from the group consisting of a glycidyl group, a vinyl group and an amino group; (B) a water-soluble resin; and (C) an amorphous silica represented by the formula: M2O·SiO2 (wherein the M2O/SiO2 ratio is 0.05 to 0.3 by mass).
