The present invention relates to the technical field of wireless communications. Provided are a network element selection entity and a user equipment registration method. The network element selection entity is selected by a serving base station device of a UE as a first serving MMNE of the UE, and comprises: a communications unit, used for receiving or sending information; and a processing unit, used for acquiring user information of the UE in a registration process in which the UE is registered to the network element selection entity, determining, according to a correspondence between the user information and candidate serving MMNEs, a second serving MMNE selected for the UE, allocating a GUTI of the second serving MMNE to the UE, and instructing the UE to again initiate an attachment process, so that UE is attached to the second serving MMNE according to the GUIT. In the present invention, a serving MMNE is selected for a UE according to a correspondence between user information of the UE and candidate serving MMNEs, so that a specific MMNE can be selected for a UE with a characteristic, and the flexibility of selecting the MMNE is improved. By modifying the correspondence between the user information and the candidate serving MMNEs, a carrier can select an MMNE for the UE according to different policies, which helps the carrier manage a network. |
