A management system comprises: a plurality of virtual machines for managing a plurality of devices; and a virtual machine management unit for monitoring the plurality of virtual machines. Thousands of devices to be managed can be efficiently managed by means of a plurality of virtual machines. In addition, a management system has a plurality of virtual machines duplexed, and load can be distributed by means of a spare virtual machine and thus enables higher credibility and stability.
