Provided are a composite formulation comprising a core containing a first active component and a film coating layer containing a second active component, and a preparation method thereof. The film coating layer comprises polyvinyl alcohol-polyethylene glycol-graft copolymer and polyvinyl alcohol. The present invention provides a composite formulation having a high release rate of active components and stabilized properties of the coating layer against common impacts from the outside.
