PROBLEM TO BE SOLVED: To provide a method, device, and system for controlling a service.SOLUTION: The method includes: receiving, by a PCRF(Policy Control and Charging Rules Function), congestion state information about a cell transmitted by an access network device, resource related information about the cell and subscriber related information about UE(User Equipment) in an active state in the cell; generating, by the PCRF, a QoS(Quality of Service) policy and/or charging policy for the UE in the active state in the cell in accordance with the congestion state information about the cell, the resource related information about the cell and the subscriber related information about the UE in the active state in the cell; and transmitting, by the PCRF, the generated QoS policy and/or charging policy to a PCEF(Policy and Charging Enforcement Function) to enable the PCEF to execute the QoS policy and/or charging policy. |
