PROBLEM TO BE SOLVED: To provide a hydrogen production apparatus and a hydrogen production method by which energy required for a hydrogen separation process by a hydrogen separator and a supply process of product hydrogen can be reduced and a hydrogen production apparatus as a whole can be made compact.SOLUTION: The hydrogen production apparatus includes: a dehydrogenation reactor 10 that decomposes MCH (methyl cyclohexane) into hydrogen and a dehydrogenated substance by heating; a hydrogen separator 30 that separates hydrogen from a dehydrogenation reaction product produced by the dehydrogenation reactor 10; and a compressor P3 that is positioned at a front stage of the hydrogen separator 30 and pressurizes the dehydrogenation reaction product V30 to a pressure higher than the sum pressure of a differential pressure generated by the hydrogen separation in the hydrogen separator 30 and a pressure of hydrogen separated by the hydrogen separator 30.
