A flexible substrate, a flexible display panel and a flexible display device. The flexible substrate comprises on-off elements (1, 2) and insulating layers (4, 8); a partial portion of the insulating layer (4) serves as a part of the on-off elements (1, 2); and the partial portion of the insulating layer (4) serving as a part of the on-off elements (1, 2) is separated from the rest of the insulating layer (4) other than the partial portion. The flexible substrate enables the partial portion of the insulating layer (4) serving as a part of the on-off elements (1, 2) to be separated from the rest of the insulating layer (4), so that a crack generated in the rest of the insulating layer (4) does not easily extend to a region where the on-off elements are, i.e. the crack does not easily spread from the rest of the insulating layer (4) to the partial portion of the insulating layer (4) serving as a part of the on-off elements (1, 2) so as to be able to avoid an imperfect contact or abnormal on-off phenomenon of the on-off elements (1, 2), which not only guarantees the reliability of the on-off elements (1, 2), but also improves the service life of the on-off elements (1, 2), thereby ensuring that the flexible substrate is able to work normally. |
