PROBLEM TO BE SOLVED: To provide a terminal device capable of efficiently allocating transmission power.SOLUTION: The terminal device that is simultaneously connected to a plurality of cells and communicates by using the plurality of cells includes: a control signal processing part for receiving a control signal that informs that at least one cell among the plurality of connected cells changes into an off state in which data communication is not temporarily performed; and a transmission power control part for referring to the content informed by the control signal when determining transmission power at the plurality of connected cells.
