Embodiments of the present invention provide a method and device for indicating radio resources. The method comprises: a network controller learns that radio resources acquired by a terminal at the current location of the terminal do not satisfy requirements of the terminal; the network controller queries radio resource management information, and acquires available radio resources provided by network elements in a network at the current moment; the network controller determines from the available resources at least one first radio resource that satisfies the requirements of the terminal; and the network controller sends information of the first radio resource to the terminal. By means of the method and device for recommending radio resources, when radio resources acquired by a terminal do not satisfy requirements of the terminal, available radio resources that satisfy the requirements are recommended to the terminal, and therefore the quality of network services is improved.
