A multi-layer water sealing device, comprising at least two layers of water seal sequentially arranged from top to bottom; the upper-layer water seal is a floating bell type structure comprising a water sealing box (1) and a floating bell (2) disposed in the water sealing box (1); the lower-layer water seal is disposed in a drain pipe (3) below the floating bell (2); one side of the water sealing box (1) extends or is connected to a communication cavity (4) apart from the drain pipe (3); and the floating bell (2) correspondingly extends or is connected to a floating component (6) floating in the communication cavity (4) and apart from the drain pipe (3). Also provided is a multi-layer water sealing method.
