Provided is a lithographic printing plate processing device that prevents edge soiling without reducing the productivity of lithographic printing plates. The lithographic printing plate processing device (28) comprises: a conveyor (18) that conveys a lithographic printing plate original plate or a lithographic printing plate along a prescribed conveyance path; and a coating unit (22) provided in the conveyance path and having a coating means (20) that coats a processing fluid containing a hydrophilizing agent, on to an area within 1 cm from an end on at least one side of the lithographic printing plate original plate or the lithographic printing plate. Also provided is a plate-making system (1) for lithographic printing plates, comprising this lithographic printing plate processing device (28).
