PROBLEM TO BE SOLVED: To provide a stainless foil with an insulation film for organic EL that forms a plurality of good organic EL light-emitting elements without dark spots in a substrate and controls each element independently.SOLUTION: A stainless foil 1 with an insulation film for organic EL includes an insulation film 2 composed of a first layer 21 and a second layer 22 formed in this order on the stainless foil 1 substrate. The first layer 21 for easing protrusions and foreign matters on the surface of the stainless foil 1 has higher heat resistance than the second layer 22. The second layer 22 for providing smoothness and insulation is a phenyl-group-containing silica-based film represented by (SiO2)y-(C6H5SiO2/3(1-y)) (0≤y<1.0) and has a surface roughness Ra of 5 μm or less and a leak current value less than 10-8 A/cm2 when applied with 100 V voltage. The first layer 21 is made of a methyl-group-containing silica-based film or a metal oxide film.
