PROBLEM TO BE SOLVED: To provide a hydrogen production apparatus and a hydrogen production method by which generation of a caulking phenomenon in a dehydrogenation catalyst can be suppressed and a high conversion rate can be maintained for a long time.SOLUTION: The hydrogen production apparatus includes: a dehydrogenation reactor 10 including a dehydrogenation catalyst that decomposes MCH (methyl cyclohexane) into hydrogen and a dehydrogenated substance; a hydrogen separator 30 that separates a dehydrogenation reaction product V30 comprising the hydrogen and the dehydrogenated substance into hydrogen V31 as a first hydrogen-containing substance containing hydrogen by a reference ratio or more, and off-gas G31 as a second hydrogen-containing substance containing hydrogen by less than the reference ratio; and a hydrogen-containing substance introduction line LN1 for introducing the off-gas G31 to an entrance side of the MCH in the dehydrogenation reactor 10. |
