PROBLEM TO BE SOLVED: To provide an organic EL display panel which enables a user to check a moisture absorption state of an absorbent material in a non-destructive state, and to provide an organic EL display device using the organic EL display panel.SOLUTION: An organic EL display panel 10 includes: a substrate 101; an organic EL element row 100A on the substrate 101; a sealing plate 112 facing the substrate 101 on the organic EL element row 100A; a sealing wall 113 which encloses a periphery 100E of the organic EL element row 100A between the substrate 101 and the sealing plate 112 and seals the organic EL element row 100A; and an absorbent material 114 which encloses the periphery 100E between the organic EL element row 100A and the sealing wall 113. The absorbent material 114 is a liquid or rubber resin 114b containing a chemical desiccant agent 114a. The organic EL display panel 10 has a transparent region (a window region 115) located in a space ranging from an upper end 112S of the sealing plate 112 to an upper end 114ST of the absorbent material 114 or a space ranging from a lower end 101S of the substrate 101 to a lower end 114SB of the absorbent material 114. A user recognizes the absorbent material 114 through the substrate 101 or the sealing plate 112.
