The present invention is capable of optimization of device operation fluctuations and of estimating the causes of those fluctuations. An optimization unit (13) calculates a plurality of parameters such that an optical transmission module having the operation thereof controlled by a plurality of parameters operates at a target value. A factor analysis unit (15) extracts factor parameters, among the plurality of parameters calculated by the optimization unit (13), that have contributed to the optical transmission module operating at the target value. An analysis results generation unit (16) generates data indicating causes for deviation of the operation of the optical transmission module from the target value, on the basis of the factor parameters extracted by the factor analysis unit (15). |
