The image encoding method is a method for encoding multiple images, and includes: a selection step (S101) for selecting a randomly accessible keyframe (104) from among multiple images; and encoding steps (S103, S204) that perform encoding on the keyframe (104) using inter-prediction that references a keyframe reference picture which is different from the keyframe (104).
