The present invention relates to a communication technology combining 5G communication system, which supports a higher transmission rate beyond the 4G system, with IoT technology, and a system therefor. The present invention, on the basis of 5G communication and IoT-related technologies, can be applied to intelligent services (for example, smart home, smart building, smart city, smart or connected car, healthcare, digital education, retail businesses, services related to security and safety, and the like). A method for a terminal to transceive a signal in a mobile communication system according to one embodiment of the present specification comprises the steps of: transmitting a connection request message comprising request information for controlling IP flow by means of a packet data network gateway (PGW); receiving, from the PGW, a connection response message comprising acceptance information for controlling the IP flow; and controlling the IP flow associated with the connection on the basis of the acceptance information for controlling the IP flow. According to one embodiment of the present specification, traffic can be effectively off-loaded for a terminal capable of connecting to both 3GPP and non-3GPP networks by clarifying the principal agent capable of making a decision regarding traffic off-loading or of starting the traffic off-loading process, or by enabling each traffic off-loading process to be distinguished when two or more traffic off-loading processes occur in parallel. |
