PROBLEM TO BE SOLVED: To reliably determine which device plays a role as an access point through negotiation during a connection.SOLUTION: A radio communication device comprises: a function information generation/transmission command unit 108a which transmits function information about functions of the radio communication device via a radio communication network; a reception/interpretation processing unit 108b which receives function information transmitted by another device; a comparison unit 108c which compares function information of the radio communication device with function information received from another device; and a determination unit 108d which determines which of the radio communication device and the other device performs functions as an access point on the basis of a result of comparison by the function information comparison unit.
