PROBLEM TO BE SOLVED: To provide a charger that can prevent adhesion of foreign substances to a wire that is a discharge electrode and peel-off of plating on the surface of the wire, suppress the occurrence of black or white streaks, strip-like abnormal images, and density unevenness, and dramatically extend the life.SOLUTION: A charger 5 includes a discharge electrode, cleaning means 20 for removing foreign substances adhered to the discharge electrode, and holding means 22 for movably holding the cleaning means 20 in a direction parallel to the discharge electrode. The discharge electrode is a wire 17 has a palladium-plated surface; the cleaning means 20 includes first cleaning means 20a that moves in contact with the wire 17 to scrape off foreign substances and second cleaning means 20b.
