The present invention relates to a system for providing a U-health service for ODA recipient countries, the system comprising: a U-health service server including a communication unit and a database, wherein the communication unit connects a system for service users, a system for local medical institutions, a system for local national hospitals and a system for international hospitals through a wireless communication network, and the database stores disease information and medical treatment results of U-health service users; the system for U-health service users including a disease information measurement terminal for measuring disease information, a wireless module mounted thereon, a gateway for data transmission, and a wireless module mounted thereon; the system for local medical institutions, which obtains the disease information transmitted from the U-health service server and supplies the obtained disease information to a person in charge of local medical institutions or analyzes automatically data to generate a medical treatment result; the system for local national hospitals, which obtains the disease information transmitted from the U-health service server and supplies the obtained disease information to a person in charge of local national hospitals to generate a medical treatment result; and the system for international hospitals which obtains the disease information transmitted from the U-health service server and supplies the obtained disease information to a person in charge of the international hospitals to generate a medical treatment result. By boosting telemedicine, institutions having more advanced medical knowledge may supply medical services to institutions having poor medical knowledge.
