The present invention relates to a manufacturing method of a fouling-resistant hollow fiber membrane and a fouling-resistant hollow fiber membrane manufactured by the method. More specifically, the present invention relates to a manufacturing method of a hollow fiber membrane for discharging a polymer discharge solution while generating swirl in a discharge nozzle, thereby improving fouling resistance by continuously or discontinusouly forming a plurality of protrusions on the desirably even surface in a vertical or a diagonal direction toward the longitudinal direction of the hollow fiber membrane, and maintaining material properties such as an average pore size, an amount of pure permeation, and the like, and to a fouling-resistant hollow fiber membrane manufactured by the method.
