The present invention relates to a container sensing device and a water-treatment apparatus having the same. The container sensing device according to one embodiment of the present invention comprises: a signal sensing unit for transmitting a measurement signal at a pre-set incidence angle and receiving a reflection signal, which is the measurement signal reflected from the surface of a container; and a control unit for determining whether the container exists at a pre-set position for receiving water, by using the measurement signal received by the signal sensing unit.
