The present invention relates to a method of forming a super-hydrophilic metallic surface comprising: (a) a step of immersing a metal base in an acidic solution, and maintaining the metal base; (b) a step of immersing the metal base in hot water, and maintaining the metal base; and (c) a step of processing a surface of the metal base with air plasma. The method to form the super-hydrophilic metallic surface in accordance with the present invention performing an etching, and a hot water process using the acidic solution; thus simplifying a manufacturing process and saving manufacturing costs, performing a surface modification treatment super-hydrophilically with easiness for a surface of the metal substrate having a large amount of surfaces/a large sized surface or a three dimensional surface, and maintaining a super-hydrophilic treatment effect for a long time. According to the present invention, the metal substrate surface-treated has a micro scaled fine uneven structure and nanoscaled fine pores simultaneously to permanently maintain an ultra-hydrophilic surface with a contact angle of 10° or less; thus being usefully used in an electronic device, a mechanical device, transportation means such as an automobile, an airplane and a ship, a home/industrial freezing or air conditioning system or a home appliance. |
