The present invention discloses a double layer apparatus for producing photosynthesis biomass consisting of a transparent semi-permeable membrane and a non-permeable membrane. The disclosed double layer apparatus for producing photosynthesis biomass according to the present invention comprises: a culture reactor which has a double layer structure comprising an inner main body including a transparent semi-permeable membrane forming a culture space which accommodates microalgae culture medium inside and an external main body including a transparent non-permeable membrane forming a buffer space which accommodates fluid, wherein the buffer space is formed to cover the inner main body and is disposed to be separated from the inner main body; and a fluid circulating means which is installed in order to circulate the fluid accommodated in the buffer space.
