A vehicle control device includes: a target engine revolution speed calculation unit (11) for calculating a target engine revolution speed; a target gear ratio calculation unit (13) for calculating a target gear ratio based on the target engine revolution speed; a drive force target calculation unit (15) for calculating a target engine torque based on an accelerator operation amount and the target engine revolution speed; and a target throttle opening degree calculation unit (18) for calculating a target throttle opening degree based on the target engine revolution speed and the target engine torque. The target throttle opening degree calculation unit (18) outputs a target throttle opening degree different from the calculated target throttle opening degree under a predetermined condition.
