The present invention relates to a system and a method for a two-layer concrete pavement using foam shotcrete. The method for a two-layer concrete pavement using foam shotcrete forms a lower layer of a two-layer concrete pavement with normal concrete produced in a single batcher plant or low-grade high-performance concrete in which the normal concrete is mixed with foam and a low grade mixing material, and forms an upper layer of the two-layer concrete pavement on an upper surface of the lower layer with high-grade high-performance concrete in which the normal concrete is mixed with foam and a high grade mixing material to have high strength and high durability.
