1. A first communication device connected to a network, comprising:
a transmission bandwidth control unit that manages a bandwidth related to a packet to be transmitted from the first communication device to a second communication device via the network for each interval, and when increasing a control bandwidth used to transmit a packet in an interval after a current interval based on a managed bandwidth in the current interval and a bandwidth in a previous interval, increases the control bandwidth at a first increase rate during a certain period of time, and increases the control bandwidth at a second increase rate higher than the first increase rate after the certain period of time; and a transmitting unit that transmits a packet to the network according to the control bandwidth.
