The present invention provides a electron collection layer method for a low temperature process to have high electron mobility that the existing metal oxide electron collection layer can not obtain at a low temperature and thereby, provides a highly efficient flexible solar cell based on perovskite materials which have superior electron collection features even on a flexible substrate. The present invention provides an electron collection layer, which skips a high temperature heat treatment process and eliminates a defect of the electron collection layer even in a low temperature process and maintain high efficiency.
