The present invention relates to complex-functional and synthetic leather for a crash pad cover, and a method for manufacturing the same. More particularly, the synthetic leather includes: a fiber base material layer (101) made of a long-fiber-type high-density ultra-fine nonwoven fabric; a polyurethane pore layer (102) formed on the fiber base material layer; a polyurethane skin layer (104) which is formed on the polyurethane pore layer, and is manufactured by polymerizing a polyisocyanate compound and a polyol compound including carbonate-based polyol and ester-based polyol; and a polyurethane adhesive layer (103) which attaches the polyurethane pore layer to the skin surface layer.
