Provided are an efficient piezoelectric actuator of transferring maximum kinetic force by a simplified and small structure, and an electronic device including the same. According to the present invention, the piezoelectric actuator comprises a first piezoelectric unit, a second piezoelectric unit, and a third piezoelectric unit in a sequential manner. A surface-wave rotation movement occurs only on the surface of the second piezoelectric unit.
