Disclosed are a propulsion efficiency improving apparatus and a ship having the same. The propulsion efficiency improving apparatus according to an embodiment of the present invention comprises: a pre-swirl stator which is located in the front of a propeller; and a support member which is fixed to a hull to support the pre-swirl stator, wherein the pre-swirl stator is fixed to the support member to be separated from the hull and is arranged to be extended in the radial direction of the rotary shaft of the propeller.
