The present invention relates to an apparatus for dissolving oxygen, installed in an air diffusing device in a bioreactor of a waste water treatment apparatus, receiving active sludge in an aeration tank, and injecting oxygen in the atmosphere into a fluid to efficiently dissolve the oxygen. According to an embodiment of the present invention, the apparatus easily removes not only nitrogen, but also heavy organic substances by increasing oxygen utilization rate, and automatically washes out clogging of sludge and foreign materials. Also, according to the present invention, a return pump of a reactor such as an underwater pump is used, so a blower is not needed, thereby reducing the installation costs and maintenance costs, and enabling easy maintenance.
