The present invention provides a touch panel capable of improving sensing efficiency of touch force and touch location respectively, and a driving device thereof. According to the present invention, the touch panel includes: a touch driving electrode; an elastic dielectric member disposed on the touch driving electrode; a touch sensing electrode disposed on the elastic dielectric member to overlap the touch driving electrode; and a first dummy electrode overlapping the touch driving electrode and disposed on the elastic dielectric member to be aligned with the touch sensing electrode. The first dummy electrode can be selectively connected to the touch sensing electrode.
