According to an embodiment of the present invention, provided are a transient voltage control device having a low leakage current and a low breakdown voltage, and a method for producing the same. To this end, the transient voltage control device according to an embodiment of the present invention comprises: a first conductive substrate; a second conductive epitaxial layer formed on an upper side of the substrate; a second conductive region formed in the epitaxial layer; a first conductive region formed in the epitaxial layer, and formed from a surface of the epitaxial layer to an upper surface of the second conductive region; an isolation layer formed from a surface of the epitaxial layer to the substrate on the outer circumferences of the first conductive region and the second conductive region; an insulation membrane which is the circumference of the first conductive region, and is formed on the surfaces of the isolation layer and the epitaxial layer; and an electrode formed on a surface of the first conductive region exposed through the insulation membrane. |
