The first and second metallic, tubular sections are separated from one another by an electrically non-conductive section. The device also has a first metallic wire that extends through the tubular wall of the first metallic, tubular section in at least five locations and further extends across the first interior three times. The first metallic wire is electrically coupled to the second metallic, tubular section. |
