According to the present invention, Cinnamomi Twig and Moutan Root Bark, Cinnamomi Twig and Peony Root, or Cinnamomi Twig and Poria mixture extract controls excessive final saccharization product generation generated in a chronic diabetic state. A cross-linking pulverizing effect with a final saccharization product and a substrate protein is exhibited, and a final saccharization product generation controlling effect is excellent in a human retinal pigment epithelial cell strain in a hyperglycemic environment or aging environment. In animal models with diabetic complications, macular degeneration, and underlying edema, diabetic complications, macular degeneration, commotio retinae, and underlying edema may be excellently alleviated, prevented, and treated. The mixture extract may be usefully used as an active ingredient of a composition for preventing and treating diabetic complications including diabetic retinopathy, diabetic nephropathy, and diabetic neuropathy and angioedema including commotio retinae, macular degeneration, and varicose veins.
