The gas diffusion electrode comprises a water-repellent layer (31) formed from a woven fabric or a non-woven fabric and having water-repellent properties, a gas diffusion layer (33) layered on the water-repellent layer (31), and a catalyst layer (34) disposed so as to sandwich the gas diffusion layer (33) from the side opposite to the water-repellent layer (31).
