A mobile communications system operating method comprises of: determining that the system is in a state needing a progress to an energy saving (ES) mode, when a measured cell load amount is equivalent to or less than a predetermined first critical value; setting and performing D2D direct communications for a terminal capable of performing device to device (D2D) communications in traffics serviced in a cell; performing handover to a master cell for terminals in which D2D communications are not possible; measuring cell load amount after the inter-cellular handover is performed; and performing switch-off, when the measured cell load amount reaches a predetermined second critical value.
