The purpose of the present invention is to provide a light-emitting element mounting substrate which ensures the optical axis stability of a mounted light-emitting element and has an excellent heat dissipation property. This light-emitting element mounting substrate mounts a surface mount-type light-emitting element. The shape of the light-emitting element mounting substrate is flat and plate-like, and the light-emitting element mounting substrate is characterised by comprising: a substrate comprising an insulating resin and equipped with a first main surface and a second main surface on the reverse side from the first main surface; a first conductor layer formed on the first main surface of the substrate; a second conductor layer formed on the second main surface of the substrate; an element-mounting part formed at the first conductor layer side; a light reflection layer formed on the outermost surface at the first conductor layer side in a manner such that the element-mounting part is exposed; and a metal block which passes through the first conductor layer, the substrate, and the second conductor layer. |
