According to the present invention, a method to decode an image comprises: a step of inducing a vector predictor of a block vector to direct a reference block for a current block which is an object for prediction in a current picture; a step of inducing the block vector based on a vector difference value corresponding to the vector predictor, and a difference value of the block vector and the vector predictor; and a step of generating a prediction block for the current block based on the block vector.
