A filter processing unit (413) performs a filter process of which weight for a luminance value of each target pixel becomes greater as the difference between a luminance value and a reference value of the each target pixel is small, thereby obtaining a new luminance value of the concerned pixel. Accordingly, with respect to a pixel, the granular element having greater contrast can be removed while preserving the edge of the pattern area.
