A method for a communication apparatus to transmit an uplink signal in a wireless communication system, the method comprising: receiving, by the communication apparatus, a control channel signal including resource allocation information for two or more non-consecutive resource block sets, each resource block set including a single resource block group (RBG) or at least two consecutive RBGs; generating, by the communication apparatus, the uplink signal by mapping data to the two or more non-consecutive resource block sets; and transmitting, by the communication apparatus, the generated uplink signal in accordance with the control channel signal for data transmission, wherein the resource allocation information uses a combinatorial index corresponding to at least four indices: sa, sb, sc and sd to indicate the two or more non-consecutive resource block sets, where a, b, c and d are index values, wherein an even index value indicates a starting RBG of a corresponding one of the two or more non-consecutive resource block sets, and wherein an odd index value indicates an ending RBG of the corresponding one of the two or more non-consecutive resource block sets, an end of the corresponding resource block set being a RBG that is one less than the ending RBG.
